Town of Stratham, NH Planning Board / Zoning Board of Adjustment

 

The Town of Stratham, Planning Board and Zoning Board of Adjustment will conduct a Public Hearing on Wednesday, June 18, 2008 at 7:00 p.m., at the Stratham Town Hall, 10 Bunker Hill Avenue, Stratham, NH to consider the following:

 

Request for Variance / Continued Preliminary Review

1.    Map 7 Lot 9, Portsmouth Avenue, Commercial Site Plan for the redevelopment of the current Market Basket Site for Valley Properties, Inc., 875 East St., Tewksbury, MA 01876

Request for Variance from sections:

4.2 Dimensional Requirements to allow development within the front, side and rear open space setbacks.

11.5.3 (b & d) Special Provisions to allow development with the no-disturbance zone of a wetland.

Request for Variance / Continued Preliminary Review

11.5.3 (b & D) Special Provisions to allow development with the no-disturbance zone of wetland.

 

Janet Johnson stated to the board that this meeting was a joint hearing with the ZBA to discuss the request for the variances and for the Planning Board to continue its preliminary review of the application.  The boards felt it was better that they hold a joint meeting to work together rather than have separate meetings.

 

Charles Grassie briefly updated the board on the variances Market Basket are asking and why. 

 

Mr. Grassie stated he had a meeting with the applicant yesterday. Mr. Grassie stated if they bring the building closer to the street it would allow a one-way flow of traffic to exit using the side access, and would change the side of the building that faces the street to have a café type setting out side along the front of the building.  That would allow vehicles to go by, and angle parking.  Using the plan Mr. Grassie showed the board the proposed layout, which included a clock tower.  They layout also shows the flow of traffic and the parking layout.  Mr. Grassie stated the plans the board have in front of them will be modified, but they variance request will not be significantly effected by moving the building forward.

 

Janet Johnson stated the Planning Board was concerned with the plan they are reviewing now because of the two sets of parking spaces.  The board did not like the two sets of parking spaces, because they are keeping the exit on the left of the building, which could be dangerous for traffic exiting and people backing out at the same time.  Bringing the building forward was an issue also with the board because of the connector road to River Road. The applicant agreed to work with the board regarding a road being put there, but with the present plan the applicant is using now there does not look like there is enough room to make that road useful. 

 

Mr. Grassie responded and stated the applicant is willing to work with the board on locating the connector road. 

 

Jim Lamp stated that they plan on working with the town on the connector road.

 

Mr. Federico mad a motion that the Planning Board adjourn, seconded by Mr. Wool. The motion passed by voice vote. 

 

The Zoning Board continued their hearing for the variance request.
