This building is the George A. and Emma B. Wiggin Public Library Building.  It was built in 1911 as requested by Emma and George Wiggin. The building was intended to give students a place to study and did so for 75 years.  It is located on the corner of Winnicutt and Portsmouth Ave.  In this picture it is decorated for Memorial or Independence Day.
